The members of the board of education, the superintendent, central office staff, principals, teacher leaders, leaders of parent organizations, and key community leaders have a common understanding of the nature of the problems and opportunities that confront the school district and base their decisions of these issues on a common body of fact and information.
Specific School Objective # 1: Change
Strategy/Action Plan:
To meet student needs we will better understand the resources we have available to the school and better understand how to deliver these resources to our students.
Once services or other resources are being delivered to the student, we will learn what it is we need to do to support the student at the classroom level so that learning can occur.
We will build into our staff development program the steps necessary to effect the change that is needed to better support our students.
Result: All actions stated above were completed by the Surprise Lake Middle School Staff with the result of meeting the school objective with the overall understanding for the need for change in public education. There is a clear understanding that change must / will constantly occur within society, family structure, communities, and schools.

DEVELOPING SHARED BELIEFS AND VISION.
The school district and its community develop within the local context a compelling vision of what schools can be and how schools should be related to the community-vision capable of earning wide support in the school district and in the community and consistent with a set of well-articulated beliefs regarding the nature of schools and the schooling enterprise.
Specific School Objective # 1: Vision
Strategy/Action Plan: To accept and support the futuristic vision of the Fife School District.

DEVELOPING A FOCUS ON STUDENTS AND ON THE QUALITY OF WORK PROVIDED TO STUDENTS
Throughout the school district there is a clear focus on students and on the quality of the work provided to students-work that students find interesting, challenging, and satisfying and that results in their learning what is expected by schools, parents, and the community.
Specific School Objective #1: Student Work
Strategy/Action Plan:
Introduce and learn the levels of engagement.
Work as teams to teach each other "The Ten Design Qualities" and assist each other in development and assessment of effective lessons (protocols)
Result: Teams developed a working knowledge of "The Ten Design Qualities." Teams were introduced to protocols.
Specific School Objective #2: Student Work/Technology
Strategy/Action Plan: To continue to monitor and adjust our current laptop program and technology lab classes inclusive of shop and art. At the same time, to expand into the daily curriculum in each class as significant a level of technology as possible.
Results:
Development of computer lab
Increase the number of sections of the lap top program

Added fourteen Pentium III computers to the library
Develop CAD lab in the shop curriculum
Specific School Objective #3: Student Work/Curriculum
Strategy/Action Plan: While using "The Ten Design Qualities," the SLMS staff will work to accomplish lesson plans (work for the students) that are integrated, thematic, coherent, cross-disciplined and rich in texture. This will be done as SLMS undertakes systematic change and cooperation in the development of lessons following the Standard Bearer format. A team of staff leaders as well as guest instructors will assist in this developmental venture.

Specific School Objective #4: Student Work/Assessment
Strategy/Action/Training Plan: To focus on the student outcome of "quality," it will take staff development effort for this to occur. By using district and building leadership teams some aspects will be taught to the staff. Other aspects of the assessment piece will be learned by sending staff to locations where current successful models are available and also by bringing to the staff instructional experts to assist in the development of these assessment practices.
Results: Continued staff development in the use of protocols.
Specific School Objective #5: Student Work/Affective Domain
Strategy/Action Plan: SLMS will continue to offer 3 sections at each grade level, each semester, of "Teen Leadership." At the same time, SLMS will train more individual teachers in the skills of "Teen Leadership" so that those teachers will be able to incorporate into their daily routine the virtues of "Teen Leadership." "Teen Leadership" curriculum will continue to be the main course of action for teaching character education at SLMS.
Results: Satisfactorily met or exceeded in all areas.

The 2001-2002 School Improvement Plan includes goals and objectives relative to standards 1-3 in the Fife School District Network 2000 project as well as plans for strategies and activities designed to address standards 4-6.
Adequate Progress for the 2001-2002 School Improvement Plan will be achieved when 3 of the 3 stated goals have been met.

Established Need: The key component of the Standard Bearer philosophies is that we continually examine the work we give students. This is a systemic approach to continual change.
Strategy/Action Plan:
Examination of all data from Standard Bearer Assessment Report.
Presentation by developmental team staff member using the "Whos on First" video.
Parent, staff, student surveys to gather information.
Evaluation Plan: Every staff member will present an engagement assessment and results to a group of their peers.

Specific School Objective: Review Surprise Lake Middle Schools Beliefs and Vision statement with input from Site Based Council and presentation to the Partners in Education for input and approval.
Established Need: Standard Bearer philosophies direct that building beliefs and vision statements alignment with district beliefs and vision, as well as community beliefs and vision.
Strategy/Action Plan:
Annually present adopted beliefs and vision statement to Site Council for potential changes and/or approval.
Annually present update to Partners in Education for potential changes and/or approval.
Training Plan: Review adopted beliefs and mission statement with staff and upgrade posters as needed.
Evaluation Plan and Statement of Adequate Progress: Posters would be visible in every classroom. All decisions made within building would be in-line with the beliefs and mission statement.

DEVELOPING A FOCUS ON STUDENTS AND ON THE QUALITY OF WORK PROVIDED TO STUDENTS

Surprise Lake Middle School will offer students engaging work designed around The Ten Design Qualities from Standard Bearer Schools.
Established Need:
The core business of schools is to provide quality work for students in which to engage. When teachers produce engaging work for students, then students are more likely to produce quality work in return. When students produce quality work, there is a better chance of authentic learning taking place. There is a need for continuous staff development to enhance lessons provided to students.
Strategy/Action Plan:
Introduce the levels of engagement. Then discuss them and review each levels differences. Review The Ten Design Qualities used in creating an engaging lesson for students. Provide observation conference worksheets related to design qualities and engagement levels.
Training Plan:
Developmental team staff reviews The Ten Design Qualities with staff in large group staff meetings.
Use protocols in staff meetings to enhance lessons.
Introduce the levels of engagement to staff with time to discuss and analyze them in monthly staff meetings.
Use descriptive reviews to enhance lessons.
Continue to encourage use of The Ten Design Qualities and Standards of Learning in creating an engaging lesson for students.
Evaluation Plan:
We will evaluate the plan based on the Harris Interactive Survey for 2001-2002 in each curriculum area regarding quality of lessons. The increase will be by .3 in each curriculum area. All staff will provide documentation of at least one class assessment of student engagement.
Statement of Adequate Progress:
To make adequate progress, at least 45% of our students will meet the math standard and 45% of our students will meet the reading standard. This will be an improvement of this year's scores of 37.1 in reading and 36.2 in math. These increased goals will enable us to surpass the state goals of 52.8 in reading and 52.1 in math by the 2004 WASL.

The district develops patterns of leadership and a structure of relationships such that teachers are leaders, principals are leaders of leaders, and all district level activity is focused on providing directions and support for schools.

DEVELOPING STRUCTURES FOR RESULTS-ORIENTED DECISION MAKING
The district develops a results-oriented management system and a quality-focused decision-making process that are consistent with the beliefs that guide the system and that ensure that the measures of quality conform with the requirements of those who provide support to students and the schools.
FIFE SCHOOL DISTRICT STANDARD 6:
DEVELOPING STRUCTURES FOR CONTINUITY
The district provides for stability in leadership, structure, and culture over time, including support for innovative efforts that produce desired results.
Established need: Based on the work done last year with Standards 1, 2, 3 during our first year in the Standard Bearer Network, we need to continue moving forward with Standards 4, 5, 6 in order to systemically improve the quality of the programs that we provide our students.
STRATEGIES AND ACTIVITIES RELATIVE TO STANDARDS 4,5,6:
We will introduce standards 4,5,6 to staff during staff meetings and WOW early release days.
We will communicate work being done on these standards to parents and community via school and district newsletters and web site information.
Standard 4:
Expand existing developmental team, advisory boards, and site-based councils, including teachers, administrators, staff and parents.
Develop a cadre of trainers from our developmental team members to provide Standard Bearer training at the building and district levels.
Standard 5:
Strengthen existing site-based councils including parent membership component.
Examine the goals and purpose of site-based teams to complement Standard Bearer work.
Examine assessment and survey results and use information to guide system decisions.
Standard 6:
Coordinate and develop staff induction programs.
